Committee on House Administration maintains a list of official registered “Congressional Member Organizations,” more regularly known as caucuses. A caucus is a group of members of the House of Representatives who share some commonality, whether it be personal (ex. the Congressional Hispanic Caucus), related to a district (ex. the Congressional Rural Caucus) or reflective of a representative’s substantive interest (ex. the Congressional Progressive Caucus, the African Great Lakes Caucus). Members form caucuses to organize themselves, to build social ties, to coordinate and promote legislative agendas, and perhaps sometimes to look good to individual or corporate constituents.
A curious feature of caucuses in the House of Representatives is their varying degree of transparency. Some caucuses, such as the Congressional Progressive Caucus and the LGBT Equality Caucus feature member lists, portraits, news releases and details on legislative agendas. Other caucuses, like the Congressional Caucus on Women’s Issues are referred to indirectly through occasional news reports but appear to have no organized public presence. Yet other caucses, such as the African Great Lakes Caucus, are completely invisible except for the staff contacts referred to in the CHA caucus list.
Congressional caucuses are organizations for members of Congress, but they are also valuable indicators of congressional coalitions for the public at large. As an effort at increasing the transparency of these caucuses, I’ve put together the following list of caucus websites where available, and of the lack of caucus websites, too.
