Creation of the National Endowment for the Oceans would not increase taxes. Instead, money for the endowment would come from oil drilling revenues and fines for violation of offshore drilling safety regulations.

A report from the National Academy of Sciences warned Congress that global warming is real, that the causes are largely human, and that the cost of inaction would be grave. Yet, Congress has taken no comprehensive action as a result of that scientific report.

The federal government has spent approximately one and a half billion dollars funding abstinence-only sex education programs without seeing any positive results. At a time when programs that have been proven effective, such as Head Start and the WIC nutritional program, are being cut, the failed abstinence-only experiment should not be spared.
