Among the more silly bills introduced in Congress yesterday was H. Con. Res. 124, a resolution declaring outrage that President Barack Obama has failed to get on board with those who believe that government-funded travel to outer space destinations is part of a preordained destiny that must not be resisted.

The legislation, would, if passed, begin the process of the ratification of a constitutional amendment to require all federal political campaigns to be funded solely from public sources. Even candidates’ own money could not be used for campaigns. Independent expenditures, under this proposed constitutional amendment, would be prohibited.

According to Article I Section 8 of United States Constitution, the Congress and only the Congress is given the authority to declare war.
