The Western Hemisphere Institute for Security Cooperation is a U.S. military facility that has been accused of training foreign military and law enforcement officers that have proceeded to use their training to run death squads, torture facilities, and assassination programs in order to suppress popular movements in their native countries. For years, Americans have gathered in large protests outside the Institute, and its predecessor, the School of the Americas.
On Friday, U.S. Representative James McGovern introduced H.R. 3368, a bill that would revoke authorization for the Western Hemisphere Institute for Security Cooperation, effectively closing it down. 21 members of the House of Representatives, all Democrats, have signed their names in support of this legislation so far.
