Cosponsor Overlap Between H.R. 875 and H.R. 1116 reveals defensive maneuver against same-sex marriage

The text of H.R. 875 is nominally neutral in preventing courts from ruling on the constitutionality of the Defense of Marriage Act: it prohibits courts from ruling that DOMA is constitutional or unconstitutional.

This does not mean that H.R. 875 is neutral in its intent. The following is a list of Representatives who have cosponsored both H.R. 875 and H.R. 1116, a bill to overturn the Defense of Marriage Act outright:

The list is empty. Not one of the legislators trying to prevent judicial review of DOMA is an opponent of DOMA. All are supporters of DOMA, all are opponents of same-sex marriage, and all are trying to prevent a constitutional ruling they feel their side would lose.
