Getting Specific: A Caucus to Pass a Bill. What Next?
There exist broadly-themed congressional caucuses in the House of Representatives, such as the House Oceans Caucus. On the other hand, many House caucuses take on exceedingly narrow subject matter, such as the Interstate 49 Caucus and the Interstate 69 Caucus. Perhaps the narrowest caucus of them all was inaugurated this earlier month, the Congressional Caucus to Pass H.R. Res. 1. No website for the caucus or caucus member list is available, but in this case perhaps it is not necessary. The effective member list is the the set of cosponsors of the bill, and the best description of the caucus’ aims is the text of the bill itself.
What’s next? A caucus to alter an amendment to a congressional resolution? Will a countercaucus emerge in an effort to readjust the first adjustment of the prior amendment?
