H.R. 4152: Grants for Schools that Rename their Mascots

Is the issuing of federal grants of money to schools that rename their mascots one of them?
I’m aware that a number of schools in the United States have mascot names that are offensive to people. But do schools require federal grants to go about changing their mascots’ names? And with multi-trillion-dollar debt is it a significant priority of the U.S. government to give financial incentives to schools for team name changes?
Ask Congressman Frank Pallone of New Jersey. He has sponsored H.R. 4152, a bill to accomplish just that.

Pallone’s bill did not pass in the 111th Congress, and has not been re-introduced for the 112th Congress.
